Oborn’s Nautical Estuary Penants

2009-2010 Season

A management committee formed from representatives of Christchurch Yacht Club, Mt. Pleasant Yacht Club and Pleasant Point Yacht Club administer the running of the four races of the series and recording of results. Cumulative results will be available after each race. The Mount Pleasant Yacht

Club representative, Jocelyn Humphreys, phone 385 1132, will be the Chairperson for the 2009-2010

series. In all Club programmes “ESTUARY PENNANTS” should be read as “OBORN’S NAUTICAL ESTUARY PENNANTS”.

ENTRIES

Written entries ON THE PRINTED CARDS PROVIDED are to be placed at the entry area at any of the three Estuary Clubs not later than 30 minutes before the warning signal, or handed to race officials at the starting line prior to the warning signal. Names of all crew must be included on the entry cards for each separate race in the series; illegible and incomplete entries may be rejected. Entries will not be accepted prior to the day of the race.

The series is open to any person who is a financial member of a YNZ affiliated Club. Skippers, and in crewed boats a minimum of one crewmember, shall be a financial member of the affiliated Club to which they belong.

SPECIAL ESTUARY PENNANTS SAILING INSTRUCTIONS

1.0 RULES

Races will be governed by the rules as defined in The Racing Rules of Sailing 2009-2012 (RRS) as amended by the Canterbury Clubs Standard Sailing Instructions V04.3 (CCSSI) and these Special Estuary Pennants Sailing Instructions. Where the Standard Sailing Instructions refer to “the Club” this

means all Estuary Clubs. The numbers of the clauses in these Sailing Instructions are the numbers of the corresponding clauses in the RRS and CCSSI.

1.1 PROHIBITION ON LASER YACHTS CHANGING SIZE OF SAIL

A Laser yacht entered in any of the Estuary Pennant races shall retain the same size and shape of sail for all subsequent races in the series.

2.0 NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice boards located at the three estuary clubs

.

3.0 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted no later than two hours before the first warning signal on the day it will take effect.

NB: Starting numbers for the Laser, Laser Radial, Laser 4.7 and Laser II have changed from last season so that the number of boats in each of the 4 starts is more even.

9.0 COURSE AREA AND FIXED MARKS

11.1 STARTING SYSTEM

(This changes CCSSI 10.1)

Races will be started using Rule 26 with the Warning Signal given five (5) minutes before the Starting

Signal. The Warning Signal shall be the raising of the Division Flag, accompanied by a sound signal.

11.2 STARTING LINE

(This changes CCSSI 10.2)

The Starting Line will be in the vicinity of Green Can between a boat displaying a staff with an Orange

flag at the port end and Yellow Stake at the starboard end.

11.3 RESTRICTED STARTING AREA

The Restricted Starting Area shall be between the Starting Line and two red buoys situated approximately

20 metres West of and in line with the port end starting boat and Yellow Stake at the starboard end.

Boats whose warning signal has not been made shall keep clear of the Restricted Starting Area.

Infringing boats may be disqualified without a hearing. This changes Rule 63.1.

11.4 RECALLS

Individual Recall

: Individual recalls shall be signalled in accordance with Rule 29.1.

General Recall

: General recalls will be signalled in accordance with Rule 29.2. Contrary to Rule 29.2

12.2 SHORTENING COURSE

(This changes RRS 32)

Code Flag S flown from a patrol boat at any mark means that boats shall round the mark and sail direct

to their finishing line, crossing the line from the direction of the course from the last mark. When flown

in conjunction with a class starting number, the signal will apply to that class or classes only.

13.0 FINISHING LINES

(This changes CCSSI 12.1)

There will be two (2) separate Finishing Lines as follows:

The Yellow Finishing Line shall be between the Yellow Stake and Yellow Flag on shore.

The Blue Finishing Line will East of the Yellow Line bet ween the Blue Stake and Blue

Flag on shore. Each Finishing Line will lie approximately at right angles to the causeway.

AT NO TIME DURING RACING OR AFTER FINISHING SHALL A BOAT PASS THROUGH ANY

FINISH LINE EXCEPT TO FINISH THROUGH ITS OWN CLASS FINISH LINE.

15.0 TIME LIMIT

For the purposes of determining the time limit, each class will be deemed a separate race. The time

limit shall be two and one-half (2.5) hours or thirty (30) minutes after the first boat sails the course

and finishes, whichever is the earlier.

16.0 PROTESTS

In CCSSI 15.2 change “60 minutes” to “90 minutes”. All protests will be heard in order of receipt, as

soon as possible, at the organising Club’s premises.

17.0 SCORING

(This changes CCSSI 16)

RRS Appendix A 8 will apply. Three races will count with one of the four races able to be discarded.

Points will be awarded to the skipper. In the event of a series tie RRS Appendix A8.1 shall apply.

18.0 SAFETY REGULATIONS

18.1

All trailer yachts shall conform to the Yachting New Zealand Safety Regulations Part V except asALL COMPETITORS SHALL WEAR YNZ APPROVED BUOYANCY VESTS.A boat that retires from a race shall notify the race committee as soon as possible.

26.0 REGATTA PRIZES

Prizes shall be awarded to the Skippers competing in any one class who receive the lowest aggregate

scores over any three of the four races sailed in that class. Prizes awarded will be pennants,

together with the Sponsor’s prizes, for First, Second and Third place on points scored for the series.

Regatta prizes shall be sent to the members’ clubs to be awarded at their club prizegivings.
